“Villagers’ self-construction” is an effective mechanism in rural public construction. An investigation of Nanling County in Anhui Province reveals that the mode of “San-hui Si-zi Yi-pingtai” is conducive to stimulating the endogenous vitality and action force of rural society. “San-hui” refers to villagers’ council,project management committee and project supervision committee. “Si-zi” refers to villagers’ self-election,self-construction,self-regulation and self-use. “Yi-pingtai” refers to an integration platform of various resources. Within the framework mentioned above,cooperation,incentives and public participation constitute its inner core to make it work. Therefore,it is proposed that the optimization of the mechanism of villagers’ self-construction,the reconstruction of village community and the advance of effectiveness in rural governance are of vital importance in rural revitalization.
